Alfred, to-do 4220 is half done, so I have not marked it done. The boot-timing half is committed on my branch as `d3f0e3661`, rebased on main. I ran no tests.

- **Part 1, done:** every start now records how long it had taken at each step, not only a restart. The records go to `.journal/runtime/upgrade-steps.jsonl`: server listening, viewer warm, commands warm, rows warm, transcripts read, hooks warm, board warm and everything warm. The change is in `src/serve.py`.
- **Limits of the clock:** it starts when `serve` is imported, so the interpreter start and the imports before it are not counted. Migrations are not a boot step, since they run in upgrade and `install.py` already records them there.
- **Not done:** I did not put the timing on the overlay or in a report. That needs an endpoint and a viewer rebuild with its dist. Tell me if the file is enough or you want the overlay line.
- **Test to run:** I added one assertion to `tests/test_it_boots.py`, after the warming test at about line 1156.
- **Part 2, not found:** I could not find the "other journal is not responding" screen in `src`, `dist` excluded.
  - What I did find: the words appear only as the agent state "Not responding" on journal tiles and tabs, and as the "server is not answering" band in `UpgradeBand.vue`, which is a band, not a screen.
  - Why it can't be that band: the starting cover (`UpdateCover.vue`) only rises when the server answers that it is not ready, so a journal that isn't answering at all cannot show it.
  - I did not guess a fix. Which screen is it, and on which surface: the viewer in a browser, the phone, or the tile of the other journal?
