Providers and terminal drivers translate native schemas, tool names, commands and capabilities into neutral facts. They never decide journal policy, allow or refuse an action, or choose workflow behavior. Features consume those facts and own every journal decision. This complements rule 18: native knowledge belongs behind provider interfaces, while policy remains in the feature that defines it.
